I am just a wee bit of an elite theorist. There are essentially two kinds of people in the world. People who believe in elite theory, and people who believe people with penes and billions of dollars leave things to chance.
So after at least a year of asking all and sundry the question "Who benefits from The Disease?", I have several answers. For decades, the CDC & Ilk, have been developing more virulent strains of anything and everything so they could 'practice finding a cure'. The government's 'cure finding' logic is similar to, 'if we kill more, we will have a more peaceful nation'. Ever since handlers first advised me that the CDC was making more virulent strains with our tax dollars, I told everyone who would listen, and many who wouldn't, that trying to make problems to solve is not the best use of taxpayer's money. (I always chuckle when I watch newscasters ask the poison masters which poison we should take to cure the previous poison.)

Second answer, given my Japan dick, might surprise the reader. Japan. For centuries prior to American gunships invading in 1853, Japan was a "closed" country. Mr. Abe, whose hegemonic constitutional hacked three administration reign was cemented under my Japan tenure, is the prime suspect. (This is typical of human interpretation of my instructions. Just because I thought Mr. Koizumi should serve a reasonable length of time...)
There's another equally suspect suspect, Mr. Obama. Because Mr. Obama was happy to throw the mess he made of me at Messrs T & Biden, (Whenever they call him Mr. Brandon, I feel sorry for people named Brandon.) Mr. Obama was happy to have me back in America. Also, The O-Bombers can now leverage Mr. Obama's federal employment experience to fully put Mrs. Obama to work. (Really? You are so concerned about Mr. T's dollars? There's only one T with a brain, and she's not the one with the bad haircut.) Mr. Abe, who is finally on the same side of the revolving door as Mr. Obama, was willing to let me leave Japan only after the dynamic duo had made Führer Abe for Life. I haven't heard a deal this good since FDR and and B Crown Hirohito hacked out their Pacific War bit.
Mr. Abe was planning to milk this disease for longer and more. Also, Mr. Obama underestimated how revolting I find Mr. Obama and his American First Family. (I forgive you. You're just a prick. ❤️ Many males fail to overcome that physical disability, which explains why you are not a man, which goes a long way to explaining why you had me anally raped.) The only clever thing I thought I had heard an O-Bomber say is 'I am ashamed to be an American'...until she backtracked the next day.
Mr. Obama initiated the "legal" assasination of Americans. Mr. Abe, thinking he was not American, and he was on the bridge of an unsinkable aircraft carrier, underestimated how throughly prime ministerial bodyguards can follow orders when they are told, 'Prime Minister Abe will be shot, and you will wait patiently until the shooter is done.'
Mr. Obama might well know how Mr. Roosevelt felt. Not just because Mr. Obama hacked up the American consitution even better than FDR, but also because Mr. Obama suckered Mr. Abe better than FDR suckered the B Crown. At least FDR let Mac decide if the B Crown would continue.
